UPC President Adim Enap Names New Cabinet, Declares Immediate Start to Party Rebuilding

Kampala — April 6, 2026 – The President of the Uganda People’s Congress (UPC), Dennis Adim Enap, has officially appointed his party cabinet and regional leadership, effective immediately, in a move he says marks the beginning of a unified effort to rebuild the party.


In a signed communication dated June  4,2026, Adim named Moses Higenyi as Vice President, Tom Omino as Secretary General, Moria Muhwezi as National Treasurer, and Abel Asiimwe as the party’s official Spokesperson. Additionally, Tonny Atepo was appointed Lango Regional Vice Chairperson.


Adim emphasized that the appointments, which also include the party secretariat, take immediate effect.


“We have appointed our cabinet, regional vice chairperson, and secretariat. It takes immediate effect as we start to build UPC together,” Adim said.


The announcement signals a push by the new party president to consolidate leadership and operational structure ahead of upcoming political activities. By naming a full team, including the critical Lango regional post — a traditional UPC stronghold — Adim appears focused on mobilizing from the grassroots upward.


Political analysts note that the appointment of Moses Higenyi as Vice President and Tom Omino as Secretary General pairs administrative experience with political outreach, while Abel Asiimwe’s role as spokesperson is expected to sharpen the party’s public messaging.


Reached for comment, spokesperson Abel Asiimwe said the team is ready to get to work immediately, adding that further announcements on district-level leaders would follow soon.


The UPC has not yet announced a date for a formal swearing-in or public launch of the new cabinet, but Adim’s letter stresses that all appointees assume their roles with full authority as of June  4,2026.
