Minister Santa Alum Issues Two-Week Ultimatum Over Stalled Entebbe Road Works
I Will Vote Eddy Morrish Ogweng For MP Lira City West 2026-2031

ENTEBBE, UGANDA — Minister of State for Economic Monitoring Santa Sand Alum Ogwang has given contractors working on key roads in the Greater Kampala Metropolitan Area a two-week deadline to show visible progress, after a monitoring visit on October 15, 2026, exposed significant delays.

The follow-up visit, intended to assess progress since earlier inspections in September 2025 and March/April 2026, found several projects lagging far behind schedule, raising concerns about their timely completion.

According to an Engineer's report presented during the visit, the Sebugwawo–Bunono–Abayita Ababiri road and Kitinda link are critically behind, standing at only 21% completion against a planned 90%. Similarly, the Kitooro–Kiwafu–Nakiwogo road has reached 66% completion, falling short of the planned 100%.

The report attributed the widespread underperformance to inadequate contractor mobilisation, difficulties in securing essential construction materials, and unresolved right-of-way issues.

In response, the Minister directed the contractor responsible for the Sebugwawo–Bunono–Abayita Ababiri road and Kitinda link to urgently improve equipment mobilisation and deploy more workers to the site to address the "significant delays." For the Kitooro–Kiwafu–Nakiwogo road, the contractor was instructed to deploy additional workers to accelerate the outstanding works.

The Minister has agreed to review the implementation of these recommendations within two weeks, setting a clear deadline for visible progress.

Before concluding the exercise, she tasked her team with developing a clear set of actions for each contract, identifying a responsible party, a deadline, and a way to verify completion — signalling a push for greater accountability in the execution of the Greater Kampala Metropolitan Area Urban Development Programme.
