Hon. Santa Alum Ogwang, also known as Alum Sandra Ogwang Santa, is the Woman Member of Parliament for Oyam District, Uganda, and was appointed Minister of State for Economic Monitoring in the Office of the President in May 2026.
She was born on 2 December 1972 in Oyam District, Northern Uganda, and is currently 53 years old. Her political party is the Uganda People’s Congress (UPC), and her current roles are Woman Member of Parliament for Oyam District and Minister of State for Economic Monitoring in the Office of the President, appointed in May 2026.
For her education, she attended Anai Primary School and obtained her Primary Leaving Examination certificate in 1987. She then attended Ikwera Girls Secondary School and received her Uganda Certificate of Education in 1990, followed by Bombo Senior Secondary School where she completed her Uganda Advanced Certificate of Education in 1994. She studied at Makerere University, earning a Bachelor’s degree in Library and Information Science in 1998 and a Master’s degree in Gender Studies in 2010.
In her career highlights, she worked as a teacher at Almond College in 1998 and as a data entrant at Makerere University from 2005 to 2006. In local governance, she served as a member of the Oyam District Public Accounts Committee from 2006 to 2010.
Her parliamentary career began when she was elected to Parliament in 2011, representing Oyam District. She serves as the UPC Party Whip in Parliament, sits on the Business Committee and the Agriculture Committee, and is an active member of the Uganda Women Parliamentary Association (UWOPA) and the Uganda Parliamentary Forum on Social Protection (UPFSP).
In May 2026, she was appointed Minister of State for Economic Monitoring, where she is tasked with overseeing government projects, policy implementation, and economic performance to ensure transparency and accountability.
Her contributions to Oyam District include advocating for the upgrading of Anyeke Health Centre IV into a General Hospital, securing ambulances, organizing dental health camps, championing road rehabilitation and electrification projects, and supporting community programs, churches, VSLA groups, and youth initiatives. She is known for her compassionate leadership and is often present at community events and family occasions.
