Ogwal Omara Appoints Margaret Olul as Vice Chairperson, Names Four Secretaries in First Amolatar Executive

AMOLATAR – After months of anticipation, the Amolatar District government has officially been constituted today following the appointment of the District Executive Committee in a full council meeting.


The session, chaired by District Speaker Geoffreey Oyuku, saw District Chairperson Morish Ogwal Omara unveil his executive team – a critical step that completes the district's leadership structure and clears the path for a full five-year term of governance.


In a move that received swift council approval, Ogwal designated Margret Olul, the councilor representing older persons, as the District Vice Chairperson – making her the second-highest authority in the district.


The Chairperson then appointed four secretaries to manage key dockets:Policap Ogang (Councilor, Etam Town Council) – Secretary for Finance and Administration,Mike Awio (Councilor, Muntu Sub-county) – Secretary for Works and Technical Services, and Akello Harriet (Female Councilor, Agikdak) – Secretary for Health and Education

All four appointed secretaries are members of the National Resistance Movement (NRM).


During the appointment ceremony, Ogwal issued a firm caution to his new team.


"The community will evaluate your performance based on how well you adhere to expectations," he warned. "Complacency will not be tolerated."


He emphasized that his appointments were carefully balanced, drawing leadership from the four major sub-counties to ensure fair representation. Ogwal also expressed confidence in the qualifications of his appointees, asserting that they would fulfill their duties diligently.


Following the executive appointments, attention turned to electing chairpersons for various standing committees.Hon. Okello Francis Momentum (Councilor, Amolatar Town Council) was elected Chairperson for Works,Apio Molly Grace (Female Councilor, Abeja Sub-county) was elected Chairperson for Health.


However, the election for Chairperson of Finance triggered sharp tensions. Opposition members argued that since they had been left out of the executive appointments, the finance chair should go to their candidate – Ayuli Jimmy Okori, the councilor representing Acii Sub-county.


But Eumu Patrick Kauma later nominated Alum Vicky (Female Councilor, Namasale Sub-county) to challenge Ayuli. What followed was a prolonged period of heated debate and tension.


When the vote was finally conducted, Hon. Ayuli Jimmy Okori emerged victorious with 18 votes, while Alum Vicky received 12 votes. The opposition had secured a key position despite missing out on the executive.

In exclusive interviews following the appointments, the new secretaries laid out their visions.

Policap Ogang (Finance & Administration) commended Ogwal for entrusting him with the role. "I will perform my duties diligently," he promised.

Margret Olul (Vice Chairperson) said her primary focus will be on service delivery. "I will ensure that community resources are allocated to the community – no diversion, no delays."

Mike Awio (Works & Technical Services) stated that his responsibilities will center on road construction and ensuring the allocated budget is utilized effectively. "Bad roads will be history in Amolatar," he said.

Kizito Okwir, the Councilor for Aputi, praised the district chairperson for fulfilling his duty in appointing the secretaries. He affirmed that the council is prepared to collaborate fully with the new executive.

Okwir also highlighted the restocking initiative, noting that full implementation has already been achieved in Amolatar District. "My focus will be on advocating for my sub-county and ensuring that the resources intended for the people of Aputi are delivered directly to them."

With the appointment of the secretaries, the Amolatar District government is now fully constituted and ready to operate for a term of five years. All key positions – from the Vice Chairperson to the secretaries to committee chairpersons – are now filled.


The real work begins now. And as Ogwal warned his team: the community is watching.
