Kampala, Uganda – April 27, 2026 – The Inspectorate of Government (IG) has arrested the Chief Administrative Officer (CAO) of Nwoya District alongside two private individuals over allegations of abuse of office and theft of district funds totaling over Shs20 million.
Ms. Nantume Janephar Egunyu, the Nwoya District CAO, Mr. Fred Kalisa, a farmer from Gotokwara Lungulu Sub-county, and Mr. Wanda Ronald, a businessman based in Kiyindi, Buikwe District, are expected to appear before the Anti-Corruption Court tomorrow, April 28, 2026, to take plea.
According to a press statement released by the IG today, the charges stem from irregularities in the establishment and operation of an animal market in Gotokwara Village, Lungulu Sub-county, Nwoya District.
In Count I, Ms. Nantume is accused of abusing the authority of her office between January 2023 and December 2024. Prosecutors allege that she flouted established procedures for setting up an animal market and knowingly allowed an illegal market to operate. The IG states these arbitrary acts were prejudicial to the interests of the Nwoya District Local Government (DLG).
In Count II, Mr. Fred Kalisa and Mr. Wanda Ronald are jointly charged with stealing Shs20,655,000 (Twenty Million Six Hundred Fifty-Five Thousand Shillings) belonging to Nwoya DLG. The alleged theft occurred during the same period while the two were managing the said animal market in Gotokwara Village.
The Inspectorate of Government has urged the public to remain vigilant and report any suspected corruption, reaffirming its commitment to holding public officers and their private accomplices accountable.
