SENIOR LANDS OFFICER IN MBALE CITY REMANDED OVER ILLEGAL SALE OF GOVERNMENT LAND

The Anti-Corruption Division of the High Court has remanded a senior lands official for allegedly orchestrating the fraudulent sale of a prime government property in Mbale City.


Kigaye Emmanuel Paul, the Senior Land Management Officer for Mbale City, was arraigned before the Anti-Corruption Division on charges of Abuse of Office and Fraudulent Procurement of a Certificate of Title. He has been remanded until July 16, 2026.


The charges stem from events between September 2019 and May 2023, during which Kigaye is accused of irregularly causing the Registrar of Titles to prepare a certificate of title for Plot 27 Bishop Masaba Road in the name of businessman Wamatsembe Moses. The property, measuring approximately 0.5040 hectares, had already been allocated to the Dairy Development Authority—making the transaction illegal.


According to the prosecution, Kigaye fraudulently processed the registration of a freehold certificate of title for the land, which is situated in the Fairway Cell area of Mbale City.




The case was brought before the court by the State House Anti-Corruption Unit working in conjunction with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.


This prosecution follows the recent launch of Uganda's new five-year anti-corruption strategy, with authorities underscoring their commitment to improving conviction rates and enforcing accountability across all levels of government.
