BUTALEJA, UGANDA – The Butaleja Magistrates Court has convicted and sentenced a former parish chief to a fine of UGX 1 million and banned him from holding any government office for the next five years after he admitted to using a forged academic transcript to secure employment.
Mulogo Juma, the former Parish Chief of Muyagu Parish in Butaleja District, pleaded guilty to the charges through a plea bargain, avoiding a potentially longer jail term.
According to court proceedings, Mulogo used a fake academic transcript for a Diploma in Public Administration and Management to land his job as parish chief in 2021. The forgery was later discovered during a routine verification of public servants' credentials.
As part of the plea agreement, Mulogo has already refunded a significant portion of the salary he fraudulently earned. A total of UGX 3,690,000 was deposited directly into the Butaleja District Local Government account.
In addition to the UGX 1 million fine, the court barred him from holding any public office for five years, effectively disqualifying him from government employment until at least 2031.
The case underscores ongoing efforts by Ugandan courts and local governments to crack down on forged academic documents used to secure public positions, especially at the district and sub-county levels.
Neither Mulogo nor his legal representatives commented immediately after the ruling.
