UNMC Fraud Scandal: Lawyer, Ex-Judicial Officer Face Charges in UGX 444M Theft Case

Kampala, May 16, 2025 — The Anti-Corruption Court has this afternoon remanded city lawyer Akleo Migisha to prison on charges of forgery, theft, and conspiracy to defraud the Uganda Nurses and Midwives Council (UNMC), following a joint operation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).


Migisha, an Advocate of the High Court, was arraigned alongside others accused of orchestrating a sophisticated fraud scheme that led to the unlawful withdrawal of over UGX 444.3 million from the Council’s bank account. The accused are alleged to have worked in concert with a former magistrate, Cissy Mudhasi, who has since been dismissed from the Judiciary.


Investigations reveal that the group forged legal documents to initiate a fictitious court process, falsely claiming that they had been contracted by UNMC to develop a software and database application. They alleged that the Council failed to pay for the services, which led to a fraudulent arbitral award and a garnishee order that enabled them to attach and access UNMC’s bank account.


Using this fraudulent court order, the suspects illegally accessed and stole public funds meant for regulating and supporting the nursing and midwifery profession in Uganda.


The Anti-Corruption Court has remanded Migisha to prison until June 17, 2025, as investigations continue and more suspects are processed.


Authorities have reaffirmed their commitment to rooting out corruption and holding accountable all individuals who exploit public institutions for personal gain.
