Alebtong, Thursday, May 14, 2026 – The Deputy Resident District Commissioner (RDC) of Alebtong, Mr. Mathias Lutwama, has presided over a colorful handover ceremony marking the transition of the district’s Chief Administrative Officer (CAO). The event saw the outgoing CAO, Mr. Olaboro Franco, officially hand over instruments of power to the incoming CAO, Mr. Elly Piwang.
In his address, Mr. Lutwama praised the outgoing CAO, Olaboro Franco, for an exemplary tenure characterized by timely execution of district policies. He specifically commended Mr. Olaboro for advancing constructional welfare across the district, noting significant progress in housing for teachers, nurses, and midwives in various medical facilities and schools. Lutwama further applauded the outgoing administrator for the prompt disbursement of salaries, gratuity, and pensions to all deemed beneficiaries without delay.
The Deputy RDC then warmly welcomed the newly substantiated CAO, Mr. Elly Piwang, urging all heads of departments, town clerks, senior assistant secretaries, and all civil servants to extend maximum cooperation to the new administrator. He described Mr. Piwang as a professional proficient in capacity building and effectual administration, well-equipped to steer the district forward.
“The ultimate objective of the NRM in Alebtong for the 2031–2036 vision is the full monetisation of our economy,” Lutwama reminded the civil servants, calling on them to align their daily operations with this national goal.
However, the Deputy RDC did not shy away from addressing persistent challenges hampering district development. He highlighted three major vices affecting Alebtong:
1. Diversion of public funds for personal gain by some public servants.
2. Conniving with contractors, leading to shoddy works, especially on roads.
3. Forging of accountabilities, which causes direct loss of taxpayers’ money.
In a stern warning to the district workforce, Lutwama declared that Alebtong has entered a new administrative season characterized by “No sleep and no corruption.” He vowed that any public servant found engaging in the mentioned malpractices would face immediate consequences under the new CAO’s watch.
The ceremony, attended by district officials and civil servants, concluded with Mr. Elly Piwang pledging to build on his predecessor’s legacy while enforcing strict financial discipline and accountability across all departments.
