OYAM, UGANDA – The Member of Parliament for Oyam Women’s Constituency, Hon. Santa Alum Ogwang, was today officially sworn in for her fourth consecutive term in the 12th Parliament of Uganda, promising a legislative agenda centered on commercial agriculture, healthcare infrastructure, and modern roads.
Alum took the oath of office at the Parliamentary Chambers in Kampala, marking a historic milestone in her political career. Addressing journalists shortly after the ceremony, the veteran lawmaker struck a pragmatic tone, shifting focus from politics to long-delayed development projects.
“My priority now is to transform Oyam’s rural economy,” Alum stated. “We are going to aggressively promote coffee and cocoa growing. These are high-value cash crops that can lift our families out of subsistence farming.”
The MP then turned to what she described as the most urgent need for the district: healthcare. Citing Oyam’s large and growing population, Alum reiterated her long-standing demand for a dedicated district hospital.
“Oyam has a big population, and our people deserve better than traveling long distances for specialized care,” she said. “We must get a district hospital. It is non-negotiable.”
On infrastructure, Alum was equally direct. She noted that while neighboring districts have benefited from paved roads, Oyam still largely depends on murram roads that become impassable during the rainy season.
“Most importantly, I want roads in Oyam to be tarmac,” she declared. “Good legislation means nothing if farmers cannot get their coffee and cocoa to the market. We need modern roads to unlock our district’s potential.”
The lawmaker concluded by assuring her constituents that her fourth term would be defined by effective lawmaking. “I will make good legislation for the people of Oyam—laws that create jobs, improve education, and bring equity in resource allocation.”
Hon. Santa Alum Ogwang first entered Parliament in 2011 and has since become one of the most recognizable voices from the Lango sub-region. Her swearing-in today was witnessed by family members, Oyam district officials, and fellow MPs who praised her resilience and experience.
