KAMPALA — Senior Ugandan diplomat Ambassador Dickson Ogwang Okul has officially completed the prestigious Foreign Policy Executive Program, earning recognition as a Foreign Policy Executive Fellow under the Lincoln Institute Class of 2026.
Reflecting on the intensive program, Ambassador Ogwang Okul—a seasoned Foreign Service Officer who holds a Bachelor of Laws and a Dual Master’s Degree in Diplomacy and International Relations—described the fellowship as a profoundly enriching experience that served as both a brilliant refresher and a catalyst for understanding modern global dynamics.
In a personal note of gratitude addressed to the lead facilitator, Professor Ahmed, whom the Ambassador warmly described as a "Rocket-Rising Professor" despite the educator's self-styled title of Simple Teacher,' Ambassador Ogwang Okul expressed deep appreciation for the program's rigor and vision:
"As a Foreign Service Officer, I found this program exceptionally useful. It served as a brilliant refresher while significantly enhancing my overall grasp of modern foreign policy dynamics... The trend has changed where elders like us must humble ourselves and learn from excellently enlightened young people like yourself to remain relevant in this fast-changing world."
Highlighting the practical and theoretical value of the fellowship, Ambassador Ogwang Okul outlined several critical insights gained during the program:
1. The fellowship heightened appreciation for the multifaceted U.S.–Uganda relationship while offering a deeper perspective on Uganda’s foreign policy doctrine under H.E. President Yoweri Kaguta Museveni—a doctrine firmly rooted in global autonomy, non-alignment, and the steadfast pursuit of core national interests.
2. Prof. Ahmed’s meticulous selection of top-tier lecturers and pressing global topics ensured that every session was deeply engaging, high-yield, and directly applicable to contemporary diplomatic craft.
3. The program underscored the imperative for diplomats to monitor distant global shifts. Ambassador Ogwang Okul noted that understanding complex geopolitical dynamics—such as developments in the Strait of Hormuz and the Gulf Cooperation Council (GCC) region—is essential, as these far-off events directly impact local and regional socio-economic realities.
