Ambassador Rebecca Amuge Otengo Joins Continental Leaders at African Union Peace and Development Conference

MOMBASA, Kenya | July 11, 2026 — Uganda's Permanent Representative to the African Union, Ambassador Rebecca Amuge Otengo, is participating in the Second African Union Policy Conference on the Nexus Between Peace, Security and Development, a continental forum bringing together policymakers, diplomats, development experts and regional institutions to advance Africa's peace and development agenda.




Held in Mombasa, Kenya, from 11–12 July 2026, the conference is taking place under the theme "From Commitment to Action: Advancing the Peace, Security and Development Nexus." The meeting seeks to transform policy commitments into practical solutions that strengthen peace, security and sustainable development across Africa.


The conference is providing a platform for member states and key stakeholders to discuss the implementation of the Tangier Declaration, with particular emphasis on strengthening cooperation between peacebuilding, governance and development efforts.


Among the key issues under discussion is the use of artificial intelligence (AI) and youth-driven innovation to enhance conflict prevention, improve policy implementation and accelerate socio-economic development. Delegates are also exploring how African countries can better align security priorities with long-term development goals while creating an enabling environment for investment in fragile and conflict-affected regions.




Participants are further examining the role of multilateral financial institutions in supporting the African Union's Agenda 2063, as well as drawing lessons from the African Facility to Support Inclusive Transitions (AFSIT) to improve governance and political stability across the continent.


The conference is also highlighting the importance of African ownership in peace initiatives, stronger institutional coordination, preventive diplomacy, sustainable financing mechanisms, evidence-based policymaking and enhanced regional integration as critical pillars for achieving lasting peace.


Ambassador Rebecca Amuge Otengo's participation reflects Uganda's unwavering commitment to supporting African-led solutions to the continent's peace and security challenges. Through active engagement in African Union processes, Uganda continues to advocate for stronger partnerships, innovation and inclusive participation, particularly among young people, as essential drivers of sustainable development.


As the conference concludes, delegates are expected to adopt recommendations that will strengthen the implementation of the Tangier Process and reinforce the African Union's collective vision of a peaceful, stable and prosperous continent under Agenda 2063.
